Kentucky Horse Park

This year marks the 30th anniversary that the Kentucky Horse Park
began operations and welcomed its first visitors to the equine
facility.nbsp; It was the first in the US and as such was uncharted
territory for a new venture to attract persons to KY.nbsp; The Kentucky
Horse Park has become a tremendous attraction for not only Kentucky and
the entire Midwest - but for the world as well.nbsp; The horse park is
booked through the end of 2010.nbsp; And is turns down the opportunity to
host approximately 25 equestrian events a year.

In preparation for hosting the 2010 World Equestrian Games, there is
currently an ongoing $63 expansion project which includes a $49 million
6000 person indoor arena, and a $24 million outdoor facility that will
accommodate 8000-10000 persons.

If you lookat the financial side of things, the Kentucky Horse Park
receives approximately 15 of its budget from the state to subsidize
its very large operating expenses.nbsp; [Care and maintenance for all of
those horses and 1200 acres aint cheap]nbsp; But with an annual budget of
$7.2 million, its not grossly out of line as much as you might expect.nbsp;
And its especially doing well if you compare it to some of the other
horse parks in other states like Florida, Virginia, Georgia, North
Carolina, Connecticut or Indiana.nbsp; Those are almost entirely state
funded facilities - and they simply donrsquo;t compare to the all inclusive
KY Horse Park.nbsp; Over 30 equestrian organizations hold their
headquarters at the KY Horse Park.nbsp; Virtually any style of riding,
indoor / outdoor / covered arena, and breed is represented at the
park.nbsp; Many other horse parks try to lower their expenses by only
offering outdoor arenas w/o covers.nbsp; Sure, its cheaper on the
maintenance side of things, but it really probably lowers the overall
visitor experience to the facility.

Still, even with the state of Kentucky injecting some monies for the
operational side of things, the KY Horse Park does generate overall
positive cash flow for the Lexington metropolitan area.nbsp; Visitors stay
at the hotels, dine at the local restaurants, purchase gas and other
necessities, etc.nbsp; All of which pumps money into the local economy that
wouldnrsquo;t otherwise normally be available.

Paris Kentucky Farm Purchased by Dubai Ruler

The Paris Kentucky farm, Stonerside Stables, has recently been
purchased by a company called Darley, which is owned by Dubai ruler,
Sheikh Mohammed.nbsp; The Paris horse farm was owned by the National
Football Leaguersquo;s Houston Texans owner, Bob McNair.nbsp; Stonerside Stables
has approximately 2000 acres and included in the purchase are
approximately 80 horses that are currently in training at the farm, as
well as 170 broodmares, yearlings and weanlings.

This is the next step of the Dubai ruler to acquire more of an
interest in the horse and horse farm industry in Kentucky.nbsp; He acquired
control of the Fasig-Tipton auction company in April of 2008.nbsp; The
spokesman for the Sheikh has stated that there are no plans to make
adustments to the horse farm operation and that it would continue as it
has without change.

The former Paris KY farm owner, Bob McNair, will be keeping a three
year old horse in training at Stonerside Stables.nbsp; The horses name is
Cowboy Cal, who placed 9th overall in the Kentucky Derby held in
Louisville this year.nbsp; In addition, they will retain ownership of 3
stallions:nbsp; Congaree, Bob and John, and Stonesider that were bred and
raised on the Paris horse farm.

Bob McNair cited his ongoing commitments toward his Houston Texan
football team, and that he needed to focus his efforts toward improving
the team without being distracted by other interests, such as this
horse farm in Paris KY.

Walnut Way Equine Extravaganza

The Walnut Way Equine Extravaganza was held at Walnut Way farm in
Shelby County KY at the end of June and was hosted by Marilyn
Macfarlane (the farm owner).nbsp; For those that werenrsquo;t able to attend,
the event enjoyed a crowd of approximately 100 attendees, and saw a
variety of interesting equine performances which included traditional
Arabian dress for both horse as well as the rider, young riders showing
their equine prowess, barrel racing, tandem riding, western discipline,
and gaited styles of riding (3, and 5 gait).

The show was done by the Walnut Wylde Wryders which are the horse
farmrsquo;s youth members and is an annual event at the Shelby County horse
farm and it is used as a fund raiser to raise money for charity.nbsp;
Approximately $400 was raised from the event, and it will be donated to
either a therapeutic riding center, or perhaps even some sort of
community service project within the local area.

All in all, the event received big accolades from the participants, and the attendees that got to enjoy the event.

Big Brown to reside at 3 Chimneys Farm

The winner of the 2008 Kentucky Derby, Big Brown, will be residing
at a local Kentucky horse farm located in Midway KY called 3 Chimneys
Farm.nbsp; That is certainly to draw some horse enthusiasts and spectators
alike that want to get a closer look at the champion.

Three Chimneys Farm is no stranger to crowds though.nbsp; This Midway
Kentucky veteran currently gets anywhere from 20 to 25 thousand
visitors each year from various persons.nbsp; Tours to visit the horse farm
are available several days each week - but by appointment only.nbsp; Tip:nbsp;
Make reservations early.nbsp; Three Chimneys Farms can often be completely
full for its tours for months.nbsp; If you would like to make reservations
for a tour, you can call (859)-873-7053.

To give some background on the horse farm:nbsp; 3 Chimneys Farm was
formed in 1972 with approximately 100 acres that was acquired by Blythe
amp; Robert Clay and was named for the honeymoon location that they
stayed at in the Bahamas.nbsp; That initial land purchase has now ballooned
to approximately 2,000 acres over six horse operations which includes
several different areas of the horse industry such as a stallion area,
4 broodmare sections, and a yearling section.

Despite a disappointing finish in the Belmont Stakes, Big Brown is
certainly going to go down as one of the most famous race horses in
history.nbsp; And Irsquo;m glad hersquo;s in our backyard of Kentucky.

Shelbyville Kentucky Horse Arena

The proposed Shelbyville Kentucky horse arena located on Dover Road
passed another hurdle for approval.nbsp; The local Shelbyville KY
government entity Triple S Board of Adjustment amp; Appeals determined
that there were 9 conditions to go with the conditional use permit for
Rocky Fork Feeders to construct the arena.

The 9 conditions are:

1.nbsp; The facility will only be utilized by the Kentucky Cutting Horse Association amp; its affiliates.

2.nbsp; The horse arena will be used on weekends, and holidays only.nbsp; Hours are limited to 9 am through 9 pm each day.

3.nbsp; The proposed entrance to access the farm site must be relocated
amp; approved by the Shelby County Road Department and comply with
their requirements and specs.

4.nbsp; Any outdoor lighting at the facility must be in compliance with the Triple S Planning amp; Zoning Commission requirements.

5.nbsp; Sanitary sewers system must be approved the government agency that oversees those facilities.

6.nbsp; Landscaping will be installed and maintained around the horse
arena, and the Recreational Vehicle amp; Trailer parking areas.

7.nbsp; Recreational Vehicle parking will be temporary.

8.nbsp; Events held at the facility will be submitted and approved on an annual basis.

9.nbsp; A proposed site plan for the real estate development would be submitted for approval by the board.

This opens the way for some new horse and equestrian events to be
held within Shelby County.nbsp; Shelby County Kentucky is the Saddlebred
horse capitol of the world.nbsp; Hopefully this will help further propel
Shelby County KY as a popular area for other horse breeds and
disciplines as well.

Approximately one and a half years ago in September 2006, 11 pupils
made up the first inaugural class of the North American Racing
Academy.nbsp; On Sunday Tuesday May 20, 2008 8 of those 11 students took
part in the High Hope Steeplechase fund raiser at the Kentucky Horse
Park in Lexington.nbsp; It was their first ldquo;realrdquo; race, and the first step
toward the jockeys beginning their careers as horse professionals.

The winner of the High Hope Steeplechase was a Lexington Kentucky
native, Jessica Oldham Stith.nbsp; She comes from a long line of persons
with jockey experience, including both of her parents (mother amp;
father), as well as her grandfather.nbsp; She honored her family lineage by
wearing her families colors on her silks for the race.nbsp; Congratulations
Jessica and the rest of the graduates of the North American Racing
Academy.

Farms Bill Approved by Senate

The long awaited Farms Bill was approved in a overwhelming vote by
the Senate.nbsp; This bill is a 5 year plan that President Bush has
promised to veto.nbsp; However, the vote came back 318 in favor versus 106
against - which gives this farms bill the momentum and strength to
override a veto by the President (the bill received more than 2/3
majority in favor of it).

The farms bill is now estimated at $289 billion over the course of 5
years.nbsp; And if enough farms continued to participate in the program,
the cost could escalate to an estimated $700 billion over 10 years.nbsp;
Critics point to the farms bill over burdening the American tax payer,
while those in favor champion its cause as reinvesting in our heartland.

Approximately 2/3 of the cost in the 1st five years is allocated to
nutrition and food stamps.nbsp; The existing subsidies to corn, wheat,
cotton, and rice remain essentially unchanged.nbsp; But it does include a
$3.8 billion permanent disaster payment program that would assist
persons that have had harsh farming conditions such as Montana, South
Dakota, and North Dakota.

It does however offer enhanced assistance for farms growing fruits
and vegetables as well as offering between an estimated $1.3 billion
and $3 billion for special crop marketing efforts, research, and
production.

One important note for horse owners was attempted to be included by
Senator Mitch McConnell into the build, which includes a tax break for
race horse owners.nbsp; The legislation added provides that race horses
would be depreciated over 3 years tax-wise, regardless of when the
horse actually began its training.nbsp; This provision however did NOT make
it as an earmark because it would have affected many thousands of
persons in almost every state in the US.nbsp; Estimates for this provision
would have placed it at approximately $126 million in costs over 10
years.

Regardless, it looks like the Farm Bill is going to be approved,
despite President Bushrsquo;s objections as a significant majority of the
elected officials are now behind and are lending its support to
override any veto efforts by the President.

Kentucky Horse Park Hotel is Dead

Well, its official:nbsp; the proposed Kentucky Horse Park hotel is dead - at least for now.nbsp; For those that read the earlier Kentucky Horse Park Hotel
article, you will recall the hotel was being funded primarily through
the sale of bonds.nbsp; Those bonds needed to be sold before an April 15
2008 deadline, to ensure that the proposed KY horse park hotel would be
completed in time for the 2010 World Equestrian Games.nbsp; [Officials at
the horse park do NOT want any construction taking place at the horse
park during the 2010 WEG.]

The bottom line: the bonds werenrsquo;t sold in time for the April 15th
deadline, and as such the deal will not be allowed to proceed.

Kentucky horse park officials have stated that the proposed failed
hotel deal should not have any impact on the games, as there is ample
hotel facilities located within a short distance of the horse park.nbsp;
And while they would have liked to been able to provide an on site
facility for persons attending, that the short commuting distance is
reasonable to the other hotel facilities in the area.

So, the hotel is dead - for now.nbsp; But, its important to note that a
hotel is in the KY horse park master plans, and it is likely that right
after the 2010 WEG at the Lexington KY facility, you can expect the
Horse Park hotel discussion to resume.nbsp; The KY horse park remains
consistently busy - and booked for most days year round.nbsp; A hotel would
provide an additional revenue stream for maintaining the facility.

The hotel should be a nice addition and convenience for those
persons that are interested in the various activities located there.nbsp;
Buts, its not a total loss - the persons commuting driving back and
forth from the horse park have to ldquo;endurerdquo; driving past some absolutely
gorgeous Ky horse farms to get from the horse park to their hotel, and
back again.nbsp; Irsquo;m sure people will ldquo;toleraterdquo; their harsh conditions.
